printed diplomatic circular from the Belgian Ministry of Foreign
Affairs dated 14 Oct 1848, concerning a Royal Decree of King
Léopold I modifying Article 25 of the Royal Decree of 21 Jul 1844
to permit a "certificate of origin" as an alternative to a charter
party or manifest for identifying the provenance of merchandise.
