Holy Roman Empire, 1674 (July 9), official pre-stamp folded entire
from the Royal Castle in Breslau (Wrocław) to the Burgomaster and
City Council of Neustadt, authored and signed by Johann Bernhard,
Imperial Count von Herberstein, Privy Councillor and
Plenipotentiary Governor (Landeshauptmann) of the Principality of
Glogau, written in formal chancery Kurrent script with elaborate
penwork flourishes, manuscript filing note on address panel, large
crisp blind-embossed paper-covered seal with embossed armorial seal
on reverse, remarkably well-preserved, very fine. The letter
pertains to a directive enforcing the Imperial salt monopoly:
Herberstein mandates strict regulation of "Salt Contingents" from
the Reichenhall works, targeting illegal "contrabandizing" of
foreign salt, with informants (denunciants) rewarded with one-third
of confiscated goods.
