due, cover franked with 10b definitive and 15b Annexation of
Southern Dobrudja, the latter tied by Galati c.d.s. (28 Feb), the
former disallowed, struck with black "T" on front, to Mulhausen,
Alsace, a nice attempted commercial use of this commemorative,
several weeks after they were declared invalid; ex Galitz.
