Occupation of Veracruz, Mexico, 1914 (June 23), Special Delivery cover to New York, franked with 2c Panama Canal and 1911 10c Special Delivery, tied by VERACRUZ, MEX / U.S.M.A.C. duplex, to New York, some small edge tears and fragile along vertical fold, back flap largely removed, but rare; only three Special Delivery covers are recorded from the U.S. Mail Agency at Veracruz.

In 1914, American forces occupied Veracruz, Mexico. On April 25, 1914, the Postmaster General advised the Navy Department that an order had been given to establish a U.S. Mail Agency there. The Superintendent of Railway Mail Service was instructed to take charge, and arrived with his asssitants and stamp supplies in early May. The cover bears no Special Delivery markings, suggesting that it was carried by the regular mail carrier, which was the New York City practice at the time.
